Daily licence check (glo-v7)

The check a scheduler would run every day: for each video it takes the earliest licence of the video and its parts. Run for today stops a video whose licence has passed. Run for a date only shows what would happen that day: the owner warning 30 days ahead (prepared, not sent in the POC) or the stop.
